Rules:
1] Only citizens can own a business and a house.
2] Inactivity and thus failing to pay your taxes will get your house confiscated.
3] Owning multiple houses is forbidden.
4] Owning multiple businesses is allowed.
5] You can rent your house to people.
6] You can ask to get rent in unowned houses, but you must conclude it with Secretary Einar.
7] Entering someone's property without permission is forbidden, it's considered as a thievery, and so it will be punished accordingly.
8] You can't enter the Upper Quarter unless you're a Privileged Citizen, Secretary, Experienced/Elite Hunter, or in service to the Inquisition.
9] Those who are in service to the Inquisition are NOT allowed to own any property, whether it's a house or a business.
10] Rent prices can be set individually by house owners.
11] You can't rent a house with 1 bed to someone and live there.
