Rules:
1] Only citizens can own a house.
2] In order to own a business, one must have his own company which has to be registered HERE.
3] Owning multiple houses is forbidden.
4] Owning multiple businesses is allowed.
5] You can rent your house to people.
6] You can ask to get rent in unowned houses, but you must conclude it with the Governor.
7] Entering someone's property without permission is forbidden, it's considered as a thievery, and so it will be punished accordingly.
8] You can't enter the Upper Quarter unless you're a Privileged Citizen, Noble or in service in the army. (unapplied for now)
9] Those who are in service in the Kingdom's army are NOT allowed to own any property, whether it's a house or a business, but they can own shares in a company (as long as they don't own more than 50%).
10] Rent prices can be set individually by house owners.
11] You can't rent a house with 1 bed to someone and live there.
